Partnership Agreements (PAs) are negotiated and signed between the European Commission and EU Member States. They are strategic plans outlining each country’s goals and investment priorities and setting out the use of funding under the five European Structural and Investment Funds (ESI Funds).
The ESI Funds are the European Union's main investment policy tool with an overall budget of EUR 454 billion in the 2014-2020 programming period. They include Rural Development (EAFRD), Fisheries (EMFF), Regional Development (ERDF), Social (ESF) and Cohesion (CF) Funds.
